Update from the Expansion Committee

Happy New Year WRTC Members!
Constructing top quality tennis courts is paramount.

Court construction needs to be finished during the hot, dry and sunny days of the summer.
Our tentative plan is to begin on or before July 1, finish in August and play in September.
We'll do our very best to minimize the downtime of the courts.
Final surfacing for the courts can only be completed during the warm, sunny days of summer.

All courts should be larger then originally planned. Courts One, Two and Three are even
closer to the street now. This allows for more then full length of 120 feet,
and a slightly wider Court Four. Court Four may be a little longer too.
If the Court extends 4 feet closer to the cedar tree, Court Four could
be 114 feet long (without affecting the Clubhouse.) Of course, the
side deck is to be removed. Changes to the Clubhouse will allow for a near
full length Court Four (approx 118 feet). This would be suitable for all competitive play.
Of course, all plans are subject to White Rock City Hall approval.

You've asked us to look into spending potential grant money on clubhouse improvements,
lighting, soft courts and heated courts. Major capital expenditures are subject to
money available, the will of the membership and finally White Rock City Hall .

  • Heated courts are for those that like to play winter tennis on a dry surface.
    I
    nstallation is about $40,000 per court; we'd need to upgrade the electrical service;
costs to heat a court would be about $15 per hour. We have not seen such a court anywhere.
    (Not looking good.)
  • Soft courts are much easier on our joints and bones, and allow us to play longer,
with less aches and pains. The materials are proven to stand up to the test of time.
Top quality soft courts cost up to an additional $20,000 each.
It's OK to install just one soft court.
  • Lighting options will soon be discussed with an expert. It's probably better to
have two well lit courts, rather then all courts lit with obvious deficiencies.
We do not intend to spend any money on poles. We could spend money on a
few fixtures and lamps to optimize. We may consider installing extra foundation(s)
and conduit at about $1,200 each, and complete the system later when we have the money.
  • Clubhouse changes will hopefully allow for a full length Court Four at 118 feet,
which is suitable for all competitive play. A newly designed and built clubhouse
costs about $150,000 or so depending on the final specs.
(Please see the plans and pictures.) To get the needed length on Court Four,
a short term solution is to remove a 60 sq ft section of the Northeast corner.
The cost may be about $10,000. A long term solution might be to remove
the same section, renovate the bathrooms, and add space to the north, and west walls.
This increases the total area by about 300 sq ft to the house and may cost about $40,000.

Costs are escalating. Items not included in the original estimate are: surveyor services,
landscape architect services, conceptual drawings of a new building and City Hall permits.
These total over $7,000. We also believe it's better to hire a specialist for the
final tennis court surfacing. Add an additional $3,500 for this service.
We may need a lighting engineer's service. It's prudent to have a 10% contingency fund.
We will keep you posted.

This is what the top of our To Do List looks like today:

  • Select the court construction contractor
  • Amend the Lease Agreement with City Hall (we're asking for more parkland)
  • Select a landscape architect
  • Submit the plans to City Hall for approval

Should you have any comments or suggestions as we move forward, please let us know.
As we gather more information, we'll keep you posted monthly through the winter and
more frequently as we get closer to construction.
